Job Description

Summary

This job involves supporting workforce planning in the Navy's history and heritage command by managing recruitment, onboarding new hires, tracking budgets for awards and training, and ensuring compliance with policies and records.

It's a good fit for someone with administrative experience in human resources or program support who enjoys organizing processes and working in a government office setting.

Entry-level candidates with basic tracking and reporting skills can apply at the GS-07 level, while those with more advanced program analysis experience qualify for GS-09.

Full Job Description

You will serve as a MANAGEMENT & PROGRAM ANALYST within NAVAL HISTORY AND HERITAGE COMMAND.

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Executing strategic workforce management program goals, tracking and monitoring recruitment actions, and executing full On Boarding Process; 2) Analyzing program effectiveness, regulations, and policies; 3) Ensuring interim reviews, close-out reviews, and annual appraisals are submitted in compliance with organizations guidelines; 4) Serving as a Government Purchase Card Holder; 5) Directing Records Administration Program and ensuring proper retention and disposition of files for the department; and 6) Providing statistics on funding execution for On-the-Spot and time-off Awards.

GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Providing assistance in the execution of strategic workforce management program goals and other programs to support effective recruitment and retention strategies; 2) Tracking and monitoring recruitment actions; 3) Assisting with the analysis of nomination packages of routine, honorary, and special awards; 4) Assisting with administrative duties such as providing reports to senior managers on submissions, problems, and trends; and 5) Maintaining files and agreements of historical value.

  • You will provide assistance in the execution of strategic workforce management program goals and other programs to support effective NHHC recruitment and retention strategies.
  • You will help track and monitor recruitment actions in order to meet the NHHC’s end-strength hiring goals.
  • You will serve as the NHHC Onboarding Representative for new hires and help coordinate with internal and external resources to execute full onboarding process.
  • You will monitor the hiring process from RPA submission to onboarding to ensure NHHC hiring goals are meet in a timely manner and analyze the efficiency and effectiveness of the NHHC recruitment and hiring process.
  • You will track and monitor recruit and non-recruit actions and respond to requests for additional documentation.
  • You will monitor, track and report on the budget for monetary awards.
  • You will work with the Budget Analyst and the Comptroller Office to ensure funding is available for all training related purchases of goods and services.
