Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S.

Border Patrol, Border Patrol Headquarters - Strategic Planning and Analysis Directorate (SPAD) located in Washington, D.C.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Coordinating agency responses to oversight reviews, including planning information requests, consolidating information from multiple program offices, analyzing proposed findings, and drafting or reviewing management responses and corrective action plans.

Reviewing draft oversight reports and evaluations and reconciling with internal data and field practices to identify areas for improvement to achieve organizational objectives.

Managing a tracking system or database utilized for audits and inspections and monitoring the information to ensure progress against deadlines and milestones.

Conducting qualitative and quantitative analysis of program and operational data to ensure the accuracy and reliability of statistics and narratives used in responses to oversight entities and recommending process or control improvements to address identified discrepancies, vulnerabilities, or performance gaps.

Preparing and delivering briefings, issue papers, and talking points for senior officials to advise on responses to internal and external auditors and oversight bodies.

This position allows you to use your knowledge and experience performing a full range of administrative, research and analytical duties sensitive in nature and special assignments related to the missions and functions of the office.

This position starts at a salary of $143,913.00 (GS-14, Step 1) to $182,295.00 (GS-14, Step 10).

In this Management and Program Analyst role, you will become a key team member of Homeland Security individuals involved in serving as a subject matter expert and advisor responsible for regular analysis of internal and external policy and compliance related work products on a wide range of programs and activities requiring the application of qualitative and quantitative methods to assess, monitor, and ensure the accountability of complex agency processes and systems.

Typical work assignments include: Serving as a primary liaison with internal and external oversight entities, including the Office of Inspector General, the Government Accountability Office, and other oversight entities, working with all levels of management within U.S.

Border Patrol and CBP to gather information, analyze data, and prepare coordinated responses to requests for information, audits, inspections, and evaluations.

Reviewing and analyzing draft reports and related work products from oversight entities, coordinating with U.S.

Border Patrol subject matter experts to develop and consolidate editorial, factual, and sensitivity comments and to establish and articulate the official agency position before final reports are issued.

Managing and updating the division's tracking systems to capture and monitor the status of requests for information, audit and inspection reports, recommendations, and associated corrective actions, ensuring that critical deadlines are met and promptly advising leadership of any delays, risks, or emerging issues.

Validating the accuracy, completeness, and consistency of data contained in statistical and narrative reports that are used to respond to oversight inquiries and to inform agency decision-making, ensuring that information reflects current U.S.

Border Patrol policies, practices, and operational realities. Representing U.S.

Border Patrol in meetings and engagements at CBP and DHS levels related to oversight activities; preparing and briefing subject matter experts and leaders to effectively interact with auditors and reviewers; and developing strategic messaging and talking points on high-visibility issues with significant internal and external implications for U.S.
