This position is under the Office of the Hospital Director at the Hines VA.
The primary purpose of this position is to perform specialized project management support and data management and program analysis functions in support of the Associate Director of Operations and the Associate Director of Resources, initiatives and partnering with Facility management officials and the subordinate staff.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and complex management processes and systems.
Expert knowledge of the missions, organizations, structure, programs, and requirements of healthcare delivery systems, policies, processes, and procedures as they apply to the agency missions.
Expert knowledge of the Hospital Center mission, organizations, and activities.
Maintains a thorough understanding of the associated Hospital Center goals, objectives, principles, constraints, methods, and monetary policy.
Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
Skill to plan, organize, and direct team study work.
Skill in oral and written communications to prepare and present briefings, convey recommendations to management staff and attend meetings, conferences, and ad hoc meetings.
Ability to lead an ad hoc team of VA experts to work through issues.

Major Duties:
Primary responsibility is to serve as a staff advisor to the Associate Director of Resources and applies management analysis techniques to convert broad generalizations to actionable goals; make the business case for attempting to accomplish these goals; develop detailed plans for achieving these goals; measure progress toward these goals in a meaningful manner; and establish control systems for maintaining the gains achieved through analysis, and working collaboratively, demonstrating leadership, and understand team dynamics.
Responsible for successful outcomes and products that impact Facility level initiatives and implementation strategies.
Serves as subject matter expert in delivery of healthcare relating to the implementation and execution of initiatives, programs, and projects.
Plans, coordinates, and integrates all assigned activities.
Provides guidance, support and input to the top management team and Service Line Managers through discussion of overall and specific problems.
Coordinates and communicates on behalf of the Associate Director when assigned to various projects and initiatives.
Participates in the development and compilation of major Facility submissions such as surveys, project proposals, complex reports, action items, administrative inventories and ensures the completion and accuracy for submission on behalf of the Associate Director.
Assesses the need for data; collects and analyzes data, develops a wide variety of computer generated databases and spreadsheets using multiple computer software programs.
Plans, schedules, conducts and analyzes the results of projects and studies assessing the effectiveness of programs and projects for which the Associate Director is proponent.
Participates in and facilitates projects and studies involving programs and functions.
Performs research and fact-finding for a variety of projects, including analysis, trend identification, and preliminary recommendations based on findings.
As a program and project management expert, provides guidance, support and input to the top management team and division managers through discussion of overall and specific problems.
Represents the associate director at meetings or conferences concerning program planning, monitoring, and transformation initiatives.- Independently makes decisions to revise, alter, adjust, or change course of action to assure overall programmatic requirements and objectives are met.
Maintains close liaison with staff subject matter specialists at the VISN and VA Central Office. Represents the Hospital Center at internal and external meetings and workshops.
Conducts or participates in conferences relative to implications of proposed actions.
Provides the oversight, guidance, and direction to the administrative fellows, throughout the course of their program.
Prepares and presents formal and informal oral and written reports and briefings on the staffing, progress, and results of studies, planning, initiatives, and implementation and execution of programs to hospital staff and senior leadership.
Performs other related duties as assigned.
