Full Job Description

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Shore Department, Utilities and Energy Engineering Technical Area at the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

FOR THE GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:1.

Independently conducts comprehensive program/project/portfolio management oversight and monitoring to include tracking of existing management efforts and procedures; 2.Identifies, monitors, and analyzes execution and financial metrics, program and project progress reviews, and reports; 3.

Independently performs analytical work to determine performance in terms of achieving programmatic goals and objectives and effective utilization of available resources; 4.

Manages existing analytical tools and resources, as required, to measure and report the status of programs, project, and system execution; 5.Acts as an integrator, routinely leading cross functional teams toward accomplishment of programmatic goals and objectives FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

  • You will identify and resolve problems in worker-flow, work methods, and procedures to improve organization effectiveness.
  • Develops new ways to measure program accomplishments, results, and effectiveness of Department programs and processes as they relate to the delivery of services and products to the fleet.
  • You will provide personnel at Naval Facilities Engineering Systems Command (NAVFAC) and EXWC with product backup and other analytical supports are required.
  • You will evaluate the effectiveness of a program in meeting goals and objectives.
  • You will articulate and communicate assignments, projects, problems to be solved, actionable events, milestones, and program issues under review.
