The Management and Program Analyst is a member of the project team responsible for integration and maintenance of the Decision Support System at the Kansas City VA Medical Center.
The Decision Support System is designated as the cost accounting system under the auspices of the National Office of Finance for the Veterans Health Administration.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.
You must have experience performing the following duties: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues related to the Veterans Equitable Resource Allocation (VERA) model.
Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions.

Major Duties:
Utilizes and follows VHA policies and regulations concerning patient privacy, patient records and VA Rules of Behavior.
Develops positive Relationships with Stakeholders Researches medical center organizational structure to create appropriate staffing within cost guidelines Communicates effectively, both orally and in writing, with administrative personnel, supervisors, service chiefs and senior managers Provide data-based recommendations for obtaining more accurate VERA funding.
Retrieve data from clinical programs to track with VERA and ARC for appropriate classification and provide feedback to clinical program.
Develops data for administrative and clinical planning Create lists of patients and reports for clinical programs to assist in tracking their program patients, particularly as it relates to VERA.
Utilize CDW, Proclarity cubes, Vista (including Fileman), VSSC, ARC, etc. to create audits for the VERA Coding Auditor.
Develops recommendations for changes that affect data quality for all levels of the medical center. Establish tracking report for each item in the VERA Action Plan.
Identify situations where VERA data seems inaccurate and investigate with local, VISN, and/or VHA staff.
Develops methodologies for data analysis and reporting Review audits that are outstanding from VERA Coding Auditor.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
