Full Job Description

The incumbent serves as a Management Assistant to the Program Manager of the Behavioral Health Program of the El Paso Veterans Affairs Health Care System.

The incumbent performs a variety of duties in an environment focused on providing services to mental health patients in a broad and complex product line.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: strong interpersonal skills in presenting recommendations and negotiating solutions; applying analytical and evaluative techniques and methodology and recommends solutions to problems related to organizational structure and work processes; knowledge of principles of financial management, personnel management, organizational development and strategic management; Skill in research and fact-finding to ensure compliance with established protocol; present information to higher management; performs searches of historical files; and composes routine letters and memoranda.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.

Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.

Incumbent may carry and lift light items weighing less than 15 pounds.

Major Duties:

Major Duties include: Serves as a staff analyst, evaluator, and advisor to the Program Manager, Behavioral Health Associate Chief of Staff (BH ACOS), Deputy Chief, or Behavioral Health Administrative Officer (BH AO) of the Behavioral Health Service of the El Paso Veterans Affairs Health Care System.

Performs management analysis and program analysis, the purposes of which are to provide the program manager with objective information for making decisions pertaining to business and administrative performance measures and in the evaluation and improvement of the efficiency, effectiveness, and productivity of the assigned BH program.

Program responsibilities include inpatient (tracking) and outpatient Behavioral health service delivery, and clinical and non-clinical behavioral health functions.

Analyzes and evaluates the effectiveness and efficiency of multiple program operations in Behavioral Health, assessing the services provided to patients served.

Under the direction of the Program Manager the incumbent assists in the planning and tracking of all Performance Measures for BHS.

The incumbent is expected to work independently to organize office procedures by identifying required resources and devising actions to improve and meet the goals and objectives of the organization; recommends to the Program Manager ways to improve workflow and operations output.

Must be able to comprehend and perform complex assignments, within designated suspense periods, various quantitative and qualitative reports, DSS and Labor Mapping Relative Value Unit data compilation Clinic LEAF Program and other requirements mandated by the BH ACOS.

Responsible for tracking finances and ordering recurring supplies and testing material for all Behavioral Health Staff.

Works closely with Credentialing, Privileging, and Human Resources on recruitment, retention and licensing of all Psychologists, Social Workers, Nurse Practitioners, Psychiatrists, Registered Nurses; works closely with the EPVAHCS Medical Staff Office.

Works with BH ACOS, Deputy Chief, Program Manager, BH AO, RMC, CCU and specialty subsections in preparing submissions to the Resource Management Committee and Human Resources.
