The Management & Program Analyst position serves as the Patient Centered Management Module (PCMM) Facility Coordinator for all Primary Care, Mental Health, and Community Care Services wit the Sioux Falls VA Health Care System and associated Community Based Outpatient Clinics (CBOCs).
They provide high level operational oversight and management expertise of the PCMM Program.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05; for a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Minimum Qualifications for GS-07 (Developmental): Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization.
Qualifying specialized experience includes: interpreting policies in support of health care systems; ensuring accuracy of databases; analyzing data to compile reports; preparing briefings to managers based on findings; and implementing changes to health care programs.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
(TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have a combination of specialized experience and education beyond a bachelor's degree.
(TRANSCRIPTS REQUIRED) Superior Academic Achievement: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying.

To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Class Standing: Rank in the upper one-third of your class in the college, university or major subdivision.
Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

Work Environment: Most work is performed in an office setting. Occasional visits to various patient care areas and primary care staff meetings may be required.
No special precautions or protective clothing are needed. Major Duties:
Major duties include but are not limited to: Management of PCMM software program; performing management, and workload and program analyses.
Interpret guidelines which involve a variety of administrative, program management, and coordinating issues in support of health care systems.
Work with clinic headquarters staff to maintain the integrity of the PCMM program and data.
Provide input to VISN and National Program managers on process challenges, program issues, and other problems so they can be addressed and corrected.
Compile regular panel reports which include information regarding the capacity of all care provider's panels.
Assist operating officials in implementing identified improvement actions and plans through participation in organizational improvement work through station programs.
Ensuring accuracy of PCMM Web through analysis and evaluation to ensure compliance with VA PCMM policies, guidelines, and business rules throughout the facility.
Serve as facility's technical expert for PCMM Web with ability to troubleshoot and resolve user issues. Develop, design, and complete reports related to PCMM Web, for associated departments.
Recommend performance criteria and standards for these programs and clinics based upon analyzed data. Perform organizational and/or manpower utilization studies. Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
