Learn more about this authority at: Direct Hire Authority This Management and Program Analyst (Fire Incident Business) position is with the US Wildland Fire Service, GS-0343-11 working in one of the following locations, negotiable upon selection: Coos Bay, OR Eugene, OR Roseburg, OR Salem, OR In order to qualify for this position you must possess the Minimum Qualification requirements listed below.

Only experience and education obtained by 03/10/2026 will be considered. Credit will be given for all appropriate qualifying experience. Please be sure to include this information in your resume.

No assumptions will be made about your experience. Minimum Qualification For the GS-11 level: 1 year of credible specialized experience equivalent to the GS-09 is required.

Examples include, but are not limited to: performing duties in support of a variety of business operations, administrative services, work processes, and/or management support programs and functions; gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives; providing direction on administrative policies and procedures; and using automated systems and databases to accomplish work activities, manipulate data and produce reports.

-OR- Ph.D. or equivalent doctoral degree, or 3 years of progressively higher-level graduate education leading to a Ph.D.

degree directly related to the knowledge, skills, and abilities necessary to do the work of the position -OR- an equivalent combination of specialized experience and education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

As a Management and Program Analyst (Fire Incident Business) - Direct Hire Authority your duties will include but are not limited to the following: Reviews operating regulations and directives and other pertinent sources to gather, correlate, analyze, determine and recommend appropriate effectiveness.

Analyzes and evaluates policies, procedures, guidelines and administrative processes. Advises management on a variety of opportunities and options to increase organizational effectiveness.

Prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with organization's goals and policies.

May assist with analyzing budget projections and planning, coordinating and developing budget proposals.
