Job Description

Summary

This job involves managing and improving various internal operations at the U.S.

Department of the Treasury, such as budgeting, planning, human resources, technology, finance, procurement, privacy, records, and administrative support for headquarters.

You'll plan projects, analyze program effectiveness, and recommend ways to boost efficiency and productivity across these areas.

Full Job Description

This position is located at the Treasury Departmental Offices, Office of Privacy, Transparency, and Records.

As a MANAGEMENT AND PROGRAM ANALYST, you will be responsible for the internal management and policy of the Department in the areas of budget, planning, human resources, information and technology management, financial management and accounting, procurement, privacy, records, and administrative services to Departmental (Headquarters) Offices.

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position is defined as: -Managing the Departments efforts to develop systematic work processes and procedures directed toward program services; AND -Experience in program management practices (Examples can include program planning, strategic planning, data analysis tools and techniques, facilitation and conflict resolution); AND -Leading teams in completing projects or tasks for improving organization-wide programs and processes.

Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position is defined as: - Assisting in the development and improvement of systematic work processes and procedures supporting program services and operational activities; AND - Applying program management principles and practices (such as program planning support, strategic planning assistance, use of data analysis tools and techniques, and facilitation support) to evaluate and improve program performance; AND - Supporting team-based projects or contributing as a team member in completing assignments aimed at improving organization-wide programs and processes.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

For the GS-12, you must have been at the GS-11 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve interrelated issues of effectiveness, efficiency and productivity of substantive programs and work operations.

Analyze and evaluate program effectiveness in meeting established goals and objectives.

Analyze management information requirements to develop reporting systems, including system specifications, data gathering and analytical techniques, and system evaluation methodology.

Develop conclusions, options, and recommendations that take into account and give appropriate weight to uncertainties about the data and other variables that affect long-range program performance.
