Full Job Description

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Office of the Chief Operating Officer (COO).

The primary purpose of this position is to serve as a lead management and program analyst expert on future and current operations and planning to analyze and evaluate major management and program aspects of substantive mission-oriented programs for the Mission Area.

Specialized Experience Requirement For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in federal service or comparable experience not gained through federal service.

Specialized experience is defined as: Performing assignments, projects or studies related to administrative business operations and programs; Providing administrative management support based on knowledge of mission and function, goals and programs; Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives.

Education cannot be substituted for experience at the GS-13 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

You must meet this requirement by the closing date of this announcement. Major Duties:

  • Leads process improvement efforts, supports data-based decision making such as the hiring approval processes, customer service requirements, staffing structure and levels and makes recommendations to Agency and Mission Area Leadership
  • Leads various critical activities for the agency related to the OCOO Core Functions such as budget, training, and workload strategizing for the OCOO, strategic planning and planning support for the divisions and the under secretary.
  • Conducts analytical studies to evaluate program effectiveness, performance metrics, reporting processes for the mission area.
  • Lead planning sessions and discussions of innovative ways to carry out assigned programs and new programs.
  • Develop and/or rehab process improvement culture in FPAC.
  • Provides technical advice to management and program officials on the interpretation of regulations and guidelines and their application to complex problems
  • Research and investigate existing business management practices for application to agency and program operations.
