As a Management and Program Analyst, you will provide guidance, workload management and expertise on contracting systems and databases that allow contracting staff to plan, award, and administer high quality contracts.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/11/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/11/2026 GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Working with multiple sophisticated management information systems.

Providing reporting and analysis of statistical data relating to the organization's operations.

Providing technical assistance and direct support to staff in matters relating to the application of procurement related systems and management programs.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Contracting and are assigned based on the need of the agency.
  • Responsible for management of procurement related systems and is a focal point for issues affecting the programs such as Procurement Request Information System Management (PRISM).
  • Develops and administers databases which are used to contain contracting data sets for mission critical reporting requirements.
  • Responsible for reporting and analysis of statistical data relating to the organization's operations.
  • Ensures that accurate, appropriately concise and timely information is available to management and policy officials.
  • Represents the organization at meetings and conferences as directed by supervisor.
