The primary purpose of this position is to serve as the Chief, Knowledge Management for the 607th Air and Space Operations Center.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems, which includes: applying analytical and evaluative methods and techniques to assess the knowledge needs; applying Knowledge Management (KM) technical processes sufficient to leverage Information Systems (IS) leading to the development of guidelines and detailed plans and policies for the effective and efficient utilization of KM technology resources; leveraging current telecommunications technologies in the dissemination and share knowledge products and services to the sustainment of KM programs, supporting KM websites, portals and applications.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: - Ability to plan, organize, direct, and monitor complex life-cycle management of information directly related to AOC operational systems and processes.

- Experience as a project manager responsible for all KM aspects of the AOC to include Intelligence, Surveillance, Reconnaissance, Strategy, Plans, Combat Operations and Air Mobility is desirable.

- Generalized AOC/C2 project management skills to include ability to analyze problems, establish objectives, collect data, conduct all other aspects of assigned studies and projects, assess and monitor progress, develop economical solutions and present finding in reports in briefings.

- Ability to recognize interrelationships of various aspects of operating programs and skill in integrating and analyzing such information in order to evaluate overall program effectiveness.

- Knowledge of a wide range of management programs, operations, directives, and procedures which include data KM principles, information management functions and knowledge services, and basic data base and data management principles.

- Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

- Ability to effectively communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
