As a Management and Program Analyst, you will manage, analyze, and implement logistics management programs, provide expert, technical advice and training to customers and manage logistics, property, and fleet programs.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/26/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/26/2026.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Communicating effectively both orally and in writing; Providing technical advice to management in the areas of logistics, fleet, and asset management.

Managing the agency's property loss program. Conducting in-depth analysis and manipulation of data for presentations. Presenting informational material and training to a broad base.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Administration and are assigned based on the need of the agency.
  • Manages the agency’s property loss program and coordinates the Board of Survey (BOS) program for lost, damaged, destroyed accountable personal property meeting Agency specific thresholds.
  • Provides day-to-day customer service, training, and guidance support to all agency property centers for lost, damaged, destroyed accountable personal property.
  • Develops, implements, and communicates property- related guidance, policies, reports, and programs.
  • Provides technical expertise and guidance for the agency logistics programs including Board of Survey (BOS), property, and fleet.
  • Provides corrective actions for property management staff based on internal control findings and physical and virtual site visit results regarding lost, damage destroyed property data.
  • Identifies, drafts, and communicates best practices, briefings, alerts, and training to improve program efficiency and to provide guidance, policy changes, and reminders.
  • Demonstrates mastery of the required analytical tools and methodologies to conduct substantial data analysis for property and fleet programs through Tableau and other similar tools.
  • Provides direct support to management and staff advising, and providing technical and analytical support to evaluate accountability methodologies, policies, and procedures for preventing government property losses.
