Position may be filled at any of the below locations: Battle Creek, MI: $89,508 - $116,362 Tinker AFB, OK: $89,508 - $116,362 Patrick AFB, FL: $90,173 - $117,227 To qualify for a Management and Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Orchestrate the entire budget process, leveraging expertise in Congressional, Office of Management and Budget, and Defense Logistics Agency procedures to guide strategic funding and staffing.

Serve as the principal financial advisor, providing expert analysis and strategic recommendations. Direct the complete budget lifecycle, from formulation and justification to final execution.

Analyze complex legislative and regulatory guidance to ensure financial compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Manage financial resources by forecasting funds for contractor support, hardware/software, travel, and training; safeguard assets against waste by ensuring proper accounting; and develop databases to track and control funding for all DRMS initiatives
  • Develop economic and cost-benefit analyses for new programs by applying established Life Cycle Management (LCM) and Economic Analysis (EA) principles to create data-driven recommendations for management.
  • Formulate comprehensive Business Case Analyses (BCA) by researching manpower needs, evaluating resource requirements, assessing capabilities, and calculating projected costs and benefits using statistical methods.
  • Direct major project responsibilities by analyzing, planning, and controlling implementation, and obtain the necessary data to support proposed budgetary actions.
  • Analyze a wide range of budget and program factors, such as laws, policies, and conflicting data, to develop detailed long-range plans, establish goals, and create criteria for evaluating program effectiveness amidst competing objectives.
