Full Job Description

This position is located in the Resources & Analysis (R&A) directorate within the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), and serves a crucial role in the Congressional Office.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-04 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 grade level in the Federal service (experience may have been gained in the private sector).

Specialized experience is defined as: experience building relationships with congressional representatives, briefing senior organizational leaders about action plans to prepare them for inter-agency briefings, and monitoring legislative actions to determine impact on organizational mission.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume. Your resume may not exceed two (2) pages.

Military Reserve (MR) and National Guard (NG) Technicians PPP Eligible: MR and NG technicians PPP applicants must be selected and placed at the full performance level if determined well qualified.

Incumbent typical work assignments may include the following: Develop comprehensive engagement strategies for senior leadership designed to educate and inform Congress on OUSW(R&E) policies, plans, and programs.

Monitor and analyze legislative proposals as they move through the congressional process, maintaining expert-level knowledge of the U.S.

House and Senate Appropriations Committees' processes and the formulation of the National War Authorization Act (NWAA).

Cultivate and maintain constructive, non-partisan relationships with Members of Congress, particularly those on War oversight committees, and their professional and personal staff members.

Formulate and execute proactive engagement plans to favorably address issues, mitigate complications for OUSW(R&E), and support the goals and duties outlined in 10 USC 133a.

Promoting clear communication and fostering strong working relationships with key leadership and staff within OUSW(R&E), the Assistant Secretary of War for Legislative Affairs (ASW(LA)), the Office of Secretary of War, Legislative Affairs (OSW(LA)), the OUSW Comptroller, the Budget Affairs and Activity (BAA) Office, the Joint Staff legislative liaison, and Service legislative liaison offices.
