The Program Analyst is a primary member of the Managerial Cost Accounting & Decision Management Department (MCA&DM) in the Southeast Network (VISN 7).
The incumbent reports directly to their assigned DSS Program Manager and serves as a virtual employee and will be responsible for processing, auditing and analyzing data for any medical centers within the Southeast Network as determined by the VISN MCA Management Team.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/07/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9 The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of guidelines, methods, structures, processes, and techniques used in the performance of management analysis In order to perform independent statistical surveys and evaluations, which will promote effective and efficient resource utilization.
Skilled in applying qualitative and quantitative analytical and evaluation techniques to solve problems affecting individual medical centers to solve problems or issues that are often complex and may be controversial or ambiguous.
OR Education: Applicants may substitute education for the required experience.
For GS-9, master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
For GS-11, to qualify based on education for this grade level you must have: Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelor's Degree.
Preferred Experience: Applying analytical and evaluative methods to troubleshoot decision support system issues and utilizing cost accounting principles to analyze costs and workload data within national healthcare programs.

Major Duties:
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
Major duties include, but are not limited to: Uses analytical techniques in support of the MCA program and the department role in the Columbia Health Care System.
Provides operational support to the MCA&DM Department across the within the Columbia Health Care System. Performs DSS structure maintenance to ensure the data in MCA is accurate.
Routinely makes contact with program officials, managers, administrative officers and service line managers to gather, clarify and make recommendations on information regarding departments/production units, labor, supplies, equipment, procedures, etc.
for analysis and incorporation into the DSS database. Assists all clinical services within the Columbia Health Care System that are responsible for input of patient utilization data.

Develop and maintain access databases for reports related to labor mapping, supply mapping, hospital workload and cost.
The incumbent will also use those Access Databases to trend and compare data to determine medical center and individual provider productivity.
Performs audits of DSS financial structure, cost structure, and patient database to improve and maintain data integrity.
Perform standard cost reviews and audits to develop comprehensive, case mix, retrospective workload adjustments and productivity budgets based on actual volume and mix of departments.
