The City of Norfolk is seeking a Management Analyst II to join an exciting opportunity with the new Department of Housing and Community Development. The Department of Housing and Community Development oversees a variety of housing and community development programs and services for those who wish to be a part of the City of Norfolk's vibrant communities.

The department seeks to provide opportunities for City of Norfolk residents to live in safe, quality, affordable housing by developing, preserving, and revitalizing communities through responsible and transparent processes. Join us as we work to build great neighborhoods.

Work involves planning, developing, analyzing and preparing studies and research projects related to a large neighborhood revitalization effort; communication with non-profit partners, city departments, and other stakeholders in the administration of a federal Choice Neighborhood Initiative (CNI) grant being implemented in the Tidewater Gardens community and the City's People First program.


Department Hiring Salary Range: $56,900-$65,435

Requirements

Essential functions include but are not limited to:
  • Conducts a variety of research and other assigned projects by compiling and reviewing internal and external organizational information, preparing position and issue papers; and recommending changes for management consideration.
  • Oversees marketing and community engagement events internally and externally
  • Maintain and expand community partnerships in support of residents involved in the transformation process.
  • Assess program needs and develop new programming initiatives in coordination with the other staff.
  • Analyzes problem areas in service delivery and formulates recommendations for improvement.
  • Promotes communication by preparing and disseminating a variety of materials and information on departmental or City-wide programs and initiatives on behalf of senior or executive management.
  • Assists management by constructing sensitive documents and correspondence, producing special research reports, serving as liaison on internal and external issues, participating in task forces and special issue meetings and coordinating various projects.
  • Coordinates and assists with daily project management duties for staff and department director.
  • Tracks key assignments, deliverables and outcomes of city contractor and senior project manager and facilitates associated follow up.
  • Assist other staff with special projects, program issues and data management.
  • Maintain the absolute confidentiality of all records and information.
  • Acts as a liaison to the city department, supports special events, and work collaboratively with the communications team for all marketing needs.
  • Performs administrative duties such as researching and writing reports, reviewing and preparing statistical information for presentations, and monitoring and recording proceedings at meetings.
  • Additional responsibilities as required in a complex and changing work environment.

Qualifications

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Three years experience in data analysis or related field, or an equivalent combination of education and experience

Preferred applicant will possess:

  • Proven experience in community engagement, media and/or conducting research and data tracking
  • Demonstrated competence and sensitivity working with low-income, culturally diverse individuals
  • Demonstrated ability and willingness to work evening and weekend hours as engagement events dictate
