Job Description

Summary

This job involves acting as a key contact between military facility leaders and the human resources team to handle all employee-related tasks, like hiring, promotions, and performance reviews.

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Acts as the primary liaison between the command and the Civilian Human Resources Agency (CHRA) Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes documented experience in: 1) monitoring and/or tracking all personnel actions within the organization; 2) advising management and/or employees on regulatory guidance governing civilian personnel functions in areas such as, incentives, recruitments, and manpower; 3) serves as a liaison to assist management with actions such as recruitment, promotions, and reassignments.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as Human Resource Management, Business Management, or Business Administration.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Serves as liaison between management and CHRA and coordinates all aspects of the activity’s personnel actions with the servicing CHRA.
  • Interprets local policies and directives and provides guidance and advice to management and personnel at all levels.
  • Analyzes the mission, management objections and organizational goals, projecting personnel needs and potential problems.
  • Provides advice and assistance to management regarding loss of skilled employees, recruitment and hire lag problems, expansion or decrease in missions, merit promotion, reassignments, and numerous other placement actions.

  • Manages, advises, and prepares necessary documents relating to the recruitment and selection process for all positions.
  • Coordinates the Performance Management and Appraisal Program by establishing dates and ensuring timely completion of performance standards setting, progress reviews and annual reviews.
  • Provides advice and assistance on the processes and procedures of performance systems and the incentive and recognition programs.
