Summary

This job involves managing and overseeing the inventory of government-owned equipment and property worldwide for the Defense Logistics Agency, ensuring everything is accounted for, compliant with rules, and ready for audits.

To qualify for a Inventory Management Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector.

Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Serving as a subject matter expert on all aspects of PP&E management, to include the interpretation and implementation of technical PP&E policy directives.

Providing guidance in coordination, development and implementation of activity policy directives concerning Plant, Property & Equipment (PP&E) programs.

Providing technical advice, and assistance to management and staff regarding the PP&E program and operations, policy and procedures, as well as accountability of personal property Overseeing, updating, and maintaining accountable property (AP) accounts.

Responsible for accountable property management operations to include property accountability, inventory management, and property utilization.

Knowledge of Audit Readiness & Remediation activities and requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

To be found well-qualified as an ICTAP applicant must demonstrate experience including: experience with Property, Plant, and Equipment (PP&E) program management, audit readiness requirements, and the operational inter-relationships of various agency functional areas and system/software applications; in depth experience using SAP-based software, such as EBS, statistical analysis packages and database management packages to create complex system reports, extract and conduct data analysis in order to develop and execute phases of operating programs; experience applying specialized methods and techniques to analyze difficult PP&E accountability issues/problems and ensure adequate, accurate and auditable documentation and/or to review/evaluate program operations to propose or assess and recommend changes to new or revised agency policies and procedures; experience performing negotiations to gain compliance with established policies, procedures, and statutes; preparing and presenting technical briefings; and/or providing advice and assistance to field activity staff, supervisors and management officials on PP&E matters.

Major Duties:

  • Serves as an Accountable Property Officer and is the subject matter expert for Plant, Property and Equipment accountability for all DLA owned or managed PP and E located at facilities throughout all DLA Disposition Services World-Wide locations.
  • Provides technical advice, guidance and assistance to DS management and staff regarding the PP and E program and operations, policy and procedures, as well as accountability of personal property.
  • Provides assistance to DLA Installation Management for Disposition Services PP and E Division Chief and other DLA staff for PP and E program and operations.
  • Manages an assigned regional PP and E program according to DOD 5000.64, DODI 4165.14 and any newer OSD guidance, DLAI 5000-series.
  • Responsible for accountable property management operations to include property accountability, inventory management, and property utilization
  • Plans and develops policies for the overall supply/property management operation, including, but not limited to, procedures, stock control, storage, issue, disposal, and accountability.
