Full Job Description

The Under Secretary of War (Comptroller) (USW(C)) is responsible for carrying out the functions assigned by section 135 of Title 10 of the United States Code and ensuring the utmost economy and efficiency in the operations of the Department of War (DoW) through sound business management and effective fiscal planning and control.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Conduct analyses to evaluate program effectiveness to improve data management and implement analytics evaluation; 2) Develop methodologies, performance metrics, and predictive models to determine program cost, schedule and performance; AND 3) Develop or modify analytical assessment tools or business analytics platform to analyze financial data to identify trends and deviations to support decision-making.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Conceives, directs, and executes groundbreaking analyses to evaluate program effectiveness, assess programmatic risk, and determine alignment with the National Defense Strategy.

Developing and pioneering novel evaluative methodologies, performance metrics, and predictive models to provide senior Do W officials with authoritative, data-driven insights into program cost, schedule, and performance.

Serves as the senior expert on the interpretation and application of laws, policies, and practices governing financial data.

Directs cross-cutting analytical initiatives that have enterprise wide or DoW-level implications and serves as the final arbiter for P/B on data requirements and standards in collaborations with key stakeholders, including OUSW(C), OSD, and other Components.

Serve as the principal advisor to the P/B Directors and the Senior Advisor for Data Management on long-range strategic planning for data analytics.
