Requirements

WHAT WILL YOU DO AS A MANAGEMENT ANALYST?

Perform a variety of analytical, technical, and/or confidential and sensitive assignments in core functional areas of human resources, contract development and administration, or health programs operations and administration.

Management Analyst is a broad-based, flexibly-staffed class in which incumbents utilize a similar level of analytical and technical skills and abilities while drawing upon knowledge acquired through specialized experience, training, and/or education. Positions allocable to this class that function in human resources and contracts development and administration are located in a central administrative department or the central administrative office of a line department; and positions that function in line department health programs are located in the centralized program-support function or in a centrally-administered, department-wide program.

Qualifications

REQUIREMENTS TO QUALIFY:

OPTION 1:
A Bachelor's degree from an accredited* college or university -AND- Two (2) years of experience performing basic to routine analytical assignments that involved researching, analyzing and synthesizing data, as well as recommending solutions to problems related to administrative or program support functional areas**.
-OR-
OPTION 2:
A Master's degree or higher from an accredited* college or university in a discipline related to core administrative areas such as contract development and administration or human resources; health programs analysis; or in a discipline related to the core business function or mission of the department.
-OR-
OPTION 3:
Four (4) years of experience performing basic to routine analytical assignments which involved researching, analyzing and synthesizing data, as well as recommending solutions to problems related to administrative or program support functional areas**.

SPECIAL REQUIREMENT INFORMATION:

*In order to receive credit for the required degree, you must include a legible copy of the official diploma, official transcripts, or official letter from the accredited institution which shows the area of specialization at the time of filing or within seven (7) calendar days from the last day of the filing period. **Experience performing basic to routine analytical assignments that involved researching, analyzing and synthesizing data, as well as recommending solutions to problems related to administrative or program support functional areas is gained at the level of Los Angeles County class of Management Assistant or higher.

Note! You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

WITHHOLD INFORMATION:

ENDORSEMENT OF COUNTY QUALIFICATIONS:
If you performed work that differs from the duties described in your class specification and believe you qualify for this opportunity, please provide verification via official documentation of additional responsibility bonus, out-of-class bonus, temporary assignment bonus or reclassification study with CEO Classification within seven (7) calendar days from the last day of filing. Employees do not need to submit such verification if they hold or have held a position that regularly performs functions in alignment with the requirements.

LICENSE:
A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL REQUIREMENTS:
Physical Class II - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

OUR ASSESSMENT PROCESS:

EXAMINATION CONTENT
Once we verify that you meet the requirements to qualify, we will invite you to a multiple choice and/or simulations assessment, weighted 100%, assessing:

  • Professional Potential, Achievement, Maintaining Working Relationships, Analyzing Information, Learning Quickly, Generating New Ideas, Using Time Efficiently, Working to High Quality Standards, Adapting to Change, Coping with Uncertainty, Willingness to Learn, Responsibility, Deductive Reasoning, and Reading Comprehension.
Applicants must meet the requirements and achieve a passing score of 70% or higher on the assessment to be placed on the eligible list.

EXAM REVIEW
MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

TRANSFER OF TEST COMPONENTS:
If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

TEST PREPARATION:

We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem necessary.


ELIGIBILITY AND VACANCY INFORMATION:

Candidates who passed the assessment are placed on a list in the order of their score group for a period of twelve (12) months. We will use this list to fill vacancies as they occur.

Note: We may use an alternative banding method in line with Civil Service Rule 11.01(D).

If you are placed on the list and are available for hire, the following experience may strengthen your candidacy (depending on the department and role):

  • Working in government or nonprofit organizations or with health service providers
  • Working with a public homelessness services agency, such as LAHSA within the last six months
  • Preparing presentations for and/or presenting to a large audience
  • Drafting reports, briefing materials, policies, or standard operating procedures for leadership or external partners
  • Managing projects or workstreams, including developing timelines and tracking deliverable
SELECTIVE CERTIFICATION:
In accordance with TITLE 5 - PERSONNEL, APPENDIX 1 (Civil Service Rule 11.03) of the Los Angeles County Code, from those who pass the assessment, we may establish secondary list(s) targeting additional qualifications we are seeking for specialized positions.
