The incumbent serves as the Management Analyst (Compliance) reporting to the Compliance Officer.
The Management Analyst (Compliance) is responsible for program functions to include compliance education and training, compliance committee, internal reporting and communications, auditing and monitoring, investigation and response for a highly affiliated, tertiary care, 1A complexity health care delivery system.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS 09 position you must have served 52 weeks at the GS 07.
For a GS 11 position you must have served 52 weeks at the GS 09.The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

Specialized experience includes: Conducting audits, reviews and analyzes clinical and administrative processes; Analyzing a variety of audits, reports and databases representing processes that impact access for Veterans; Identifies, documents and reports non-compliance with established policies and procedures; Developing recommendations and corrective action plans to improve the effectiveness, efficiency, and appropriateness of practices and resolves substantive problems pertaining to work operations, effectiveness, and efficiency; Develop and deploy systems of internal monitoring to identify potential organizational risks; Preparing recurring and nonrecurring data reports; Research reporting errors and selects proper corrective action; Prepare graphs that depict and summarize data; prepare reports for leadership regarding identified risks and makes recommendations for corrective action; recommend changes to facilities policies and procedures; Make presentations and authors reports to executive leadership regarding data analysis and recommendations.

(TRANSCRIPT REQUIRED) Preferred experience: Experience performing advanced data analysis using VA analytic systems: Experience with SQL, VSSC, Pyramid Analytics, VISN level dashboards, or VistA/VA FileMan extraction to produce validated reports, automate data processes, or identify risk trends.
Valid State Driver's License (Justification): The PD requires occasional travel across Austin, Temple, Waco sites, indicating the incumbent must be able to obtain and maintain a valid Texas Driver's license to operate a government vehicle, and may transport PHI during travel.
This is essential to perform core duties upon entry (site visits, investigations, audits, committee participation) and cannot be readily acquired after appointment without delaying mission needs.
Advanced skill in analyzing and automating healthcare compliance data using VA analytical systems (e.g., VSSC, Pyramid Analytics, VISN monitors, VistA/VA FileMan).
Justification: The position spends 90% of duty time performing complex data analysis, creating macros, extracting data from VistA/VA FileMan, and preparing executive-level reports that support compliance monitoring and corrective actions.
Higher level proficiency directly enhances accuracy, timeliness, and the organization's ability to detect and mitigate compliance risks.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.

Major Duties:
Major duties include but are not limited to: Assists the Compliance Officer in the formulation of major professional policies and procedures through completed staff studies, specific recommendations and professionally developed reports.
Participates in systematic reviews of services. Assists in developing, implementing or coordinating the implementation of corrective action resulting from such reviews.
Establishing standards of a professional/administrative nature to improve program, services, operations, and facilities at all levels of the organization.
Assists the Compliance Officer in quality improvement programs.
Will be assigned special projects and additional tasks by the Compliance Officer and the management team which are of major importance for the facility's overall mission.
Conducts audits, reviews and analyzes clinical and administrative processes. Analyzes a variety of audits, reports and databases representing processes that impact access for Veterans.
These include but are not limited to scheduling accuracy, scheduling backlog, consult management, use of Veterans Choice List (VCL), utilization and documentation of Non-VA Care (NVC), clinical wait times, no show reports, clinic cancellation reports, workload productivity reports, panel size, telephone data, wait lists, and registration accuracy.
Develops recommendations and corrective action plans to improve the effectiveness, efficiency, and appropriateness of practices and resolves substantive problems pertaining to work operations, effectiveness, and efficiency.
Develop and deploy systems of internal monitoring to identify potential organizational risks. Develops macros that compute and automate data acquisition and handling.
Prepares recurring and nonrecurring data reports. Research reporting errors and selects proper corrective action.
Compiles and analyzes reports from varied sources which may require writing VA FileMan codes to extract information from VistA.
Resolves discrepancies in data relying on general code of health care delivery in the VA, population characteristics, and nuances of ICD-9/10 coding. Prepares graphs that depict and summarize data.
Analyzes data utilizing VHA Support Service Center (VSSC), Pyramid Analytics, VISN 17 Data Monitor, and other nationally recognized data sources to identify potential risks to the organizations.
Conducts and coordinates investigations in areas of concern and specific non-compliance with VHA directives.
Monitors compliance and ensure the integration of the Office of Inspector General Reports and Guidance.
Establishes procedure for data validation to ensure accurate, timely and consistent submission of data.
Participate in VISN and national conference calls to stay abreast of current trends nationwide and to identify national issues that could impact local compliance.
Contact staff to address concerns regarding medical system compliance with issues impacting access.
Make presentations and authors reports to executive leadership regarding data analysis and recommendations. Incumbent completes additional duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
