Job Description

Summary

This job involves analyzing data and processes in a military hospital to help improve efficiency, create reports for leaders, and support better decision-making on resources and healthcare plans.

It's based in Hawaii at a major Army medical center.

A good fit would be a recent college graduate with a background in business or analysis who enjoys working with numbers and health data in a government setting.

About the Position: This position is located at the Directorate of Resource Management at Tripler Army Medical Center (TAMC), which is on the Island of Oahu, Hawaii.

This position will be filled at the GS-09 level only, with non-competitive promotion opportunity to the full performance level of GS-11.

This position is being filled under the Direct Hire Authority for Recent Graduates.

Who May Apply: To be eligible for consideration you must meet the definition of Recent Graduate as defined below: Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant.

Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.

In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience.

Specialized Experience: One year of specialized experience which includes conducting management analysis by evaluating data from a variety of information systems; developing reports that analyze the effectiveness of established policies and processes; and providing written and/or oral presentations to aid in headquarters or command-level decision-making process and performance planning.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Major Duties:

  • Conduct comprehensive management studies and health data analysis to drive strategic performance and organizational improvement.
  • Develop, monitor, and refine strategic healthcare business plans to ensure compliance with DHA guidance and achieve fiscal year goals.
  • Extract and analyze data from multiple health systems (e.g., M2, MHS Genesis) to create statistical reports, business case analyses, and executive-level briefings.
  • Evaluate clinic capacity, provider productivity, and resource utilization, providing data-driven recommendations to optimize efficiency and cost-effectiveness.
  • Perform detailed cost-benefit, workload, and risk analyses to support command-level decision-making, guide resource allocation, and project future financial impacts.
