As a Management Analyst (Human Resources), you will provide technical and consultative expertise to OCON leadership in the areas of staffing and position management and perform a variety of functions in support of human resources information systems, data retrieval and staffing analysis.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/11/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/11/2026.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Advising in Human Resource related functions such as recruitment and placement, benefits and retirement, classification, or payroll for personnel including a full range of personnel and payroll issues.

Experience in communicating orally in varying degrees, to possibly include presentations, briefings, conferences, training, phone calls, and customer service.

Using analytical tools and troubleshooting skills to conduct studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization and staffing.

Collaborating with team members and customers to accomplish goals and tasks in a timely fashion.

  • Conducts studies of employee, organizational efficiency, productivity and recommends changes in improvements in organization and staffing.
  • Provides expert advice to management on recruitment and placement, benefits retirement, classification, and payroll for personnel regarding a full range of personnel and payroll issues.
  • Prepares project papers and staff reports and organizes/delivers briefings to managers to promote understanding and acceptance of findings and recommendations.
  • Reviews newly issued regulations or directives to ascertain their impact on program areas.
  • Participate in planning and development of business strategies and recommends internal procedure changes.
