Job Description

Summary

This job involves helping the Alcohol and Tobacco Tax and Trade Bureau manage and improve how they handle data, like creating rules for data quality and sharing information openly as required by federal laws.

You'll work with teams to make data easier to understand and use across the organization. It's a good fit for someone with experience in data management who enjoys policy work in a government setting.

Key Requirements

  • One year of specialized experience at GS-12 level or equivalent, including coordinating open data assets, establishing data inventories, and publishing metadata using IT best practices

  • Knowledge of interpreting and implementing information management laws such as the OPEN Government Data Act, DATA Act, Foundations for Evidence-Based Policymaking Act, Geospatial Data Act, Privacy Act, and Federal Records Act
  • 52 weeks at GS-12 level for time-in-grade requirement (if applicable)
  • At least three months in a nontemporary competitive federal appointment (for current federal employees)

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized Experience for this position includes: - Coordination of an organization's open data assets, including establishing a data inventory and publishing metadata using IT best practices and tools; AND - Developing and implementing formal policies and procedures, which support data governance programs; AND - Demonstrated experience improving data stewardship and data quality; OR - Interpreting and implementing various information management law such as the OPEN Government Data Act, DATA Act, Foundations for Evidence-Based Policy Making Act, Geospatial Data Act, Privacy Act, and Federal Records Act.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Major Duties:

This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Office of Analytics.

As a Management Analyst, you will: - Formulate, implement and improve governance policies and procedures on data quality, metadata and reference data.

- Lead discussions among data stewards, Data Governance Board members and other stakeholders to improve data literacy across the organization.

- Provide expertise in support of data modeling and data quality improvement projects. - Implement and maintain TTB's data governance tools, inventories and metrics.

- Interpret and implement Federal requirements on data, such as the OPEN Government Data Act, DATA Act, Foundations for Evidence-Based Policymaking Act, and Geospatial Data Act.
