Job Description

Summary

This job involves helping a government energy agency improve how its safety team operates by analyzing processes, creating plans, and using tools to track performance.

You'll work on teams to develop safety programs, resolve issues, and prepare reports for leaders.

Full Job Description

This position is located with Bonneville Power Administration, in Safety Internal Operations (NFB) organization of Safety (NF) of the Chief Administrators Office (N).

A successful candidate in the Management Analyst position will be responsible for analyzing, evaluating, and/or improving the efficiency of internal administrative operations for the safety organization.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.

Specialized experience for this position is defined as: 1) developing and implementing organizational plans to educate stakeholders regarding the benefits and impacts of changes in policies, processes, systems and procedures; 2) providing guidance and support to program or project managers in the implementation of project plans to meet agency strategic initiatives; and 3) preparing briefings, responses, and correspondence for management.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

As a Management Analyst, you will: Actively lead or participate in teams to develop safety initiatives and deliverables consistent with agency mission, directives, and strategies.

Analyze and recommend methods for enhancing the efficiency and effectiveness of safety programs and procedures by modifying processes and applying evolving technology.

Develop and manage a safety program including framework, processes, procedures, and annual management review requirements.

Develop and use automated tools to facilitate timely and accurate tracking, monitoring, and reporting of actual performance against established targets.

Identify and resolve issues and conflicts within and between various project teams, assuring that discussions remain on track and stay on topic.

Analyze individual strategies and approaches for consistency with safety program framework and recommends changes to the leadership team.
