Full Job Description

This position is located in the Military Personnel Division, Human Resources Directorate, Washington Headquarters Services (WHS).

The position facilitates the Military Departments processes and procedures and policy guidance to OSD and the Defense Agencies and Field Activities supported with particular emphasis on, but not inclusive to, the management of Active Duty, National Guard & Reserve Component policies and procedures, military end strength requirements and joint assignments.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1.

Advise leadership on proposed organizational changes by analyzing impacts, resolving issues with military departments, and providing recommendations.; AND 2.

Manage the Joint Awards program for a global customer base, including Combatant Commands and federal organizations, ensuring full procedural and regulatory compliance for the packaging and processing of all joint military awards.; AND 3.Develop and implement administrative policies based on researched regulations.; AND 4.Manages the full life cycle of employee training programs, from needs assessment to evaluation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.

Current or Former Political Appointees: Agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level.

Incumbent typical work assignments may include the following: Advise the Military Personnel Division's leadership on the effectiveness and efficiency with which personnel carry out their assigned programs and functions.

Manage various military personnel programs, processes and procedures within the office, and conduct reviews to ensure information accuracy.

Coordinate and validate inbound and outbound military in the database tracking system to ensure processes, procedures and accountability are timely and accurate.

Research and determine new or improved business and management practices for the current database applications and internal Division sections.

Utilize metrics performed monthly and evaluate if they are meeting the established goals and objectives of the programs.
