Full Job Description

You will serve as a Management Analyst in the Civilian Personnel Division of COMMANDER US NAVAL FORCES EUROPE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Advising senior leadership on all civilian personnel matters, providing strategic options and recommendations for recruitment, staffing, position management, and complex workforce issues and; 2) Working with leadership to establish future organizational direction, ensuring knowledge and talent sustainment, and meeting succession planning needs to enhance long-term organizational effectiveness and; 3) Managing the full spectrum of civilian personnel actions, from recruitment and staffing, position management, civilian recognition, and providing guidance on all administrative practices to ensure compliance with federal laws and regulations.

  • You will provide assistance for planning and structure phases of the Civilian Human Capital life cycle.
  • You will review all incoming administrative actions and directives related to civilian personnel management.
  • You will review all personnel actions for conformance with management criteria.
  • You will serve as the performance management administrator for the command, systematically processing and integrating performance, pay, and awards systems to improve individual and organizational effectiveness.
  • You will research and develop program guidance and annual objectives for dissemination to the command.
