The primary purpose of this position is: To manage the conduct of comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, and work processes and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes knowledge in applying quantitative and qualitative LSS and CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs, knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied, and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
Ability to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resources utilization.
Resolves complicated substantive problems affecting major agency programs and requirements, and proposes new organizational structures, realignment of functions, and/or staffing levels to improve efficiency.
As the recognized installation technical authority in Continuous Process Improvement (CPI), advises on CPI implementation and sustainment.
Facilitates significant customer driven, results oriented quality and process improvement activities using Lean Six Sigma (LSS) and/or various CPI strategies, as appropriate, across the installation.
Serves as the project leader responsible for leading complex projects, often cutting across organizational/activity lines.
Defines customer "critical to quality" factors, process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time.
Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
