We are looking for a for a LTSS Provider Training Specialist for the Office of Community Living (OCL)!



We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements.

Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office.

Specific discussions about the schedule will be discussed during the offer stage.


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Brief Job Summary

The Training Specialist IV is a senior-level role responsible for designing and implementing statewide training strategies for Long-Term Services and Supports (LTSS) providers in Colorado. This position leads the development of curriculum, training systems, and certification materials to ensure providers understand programs, benefits, and transition services. It combines instructional design, stakeholder engagement, technical assistance, and compliance oversight (including ADA/508 standards). The role also serves as a liaison for the Learning Management System (LMS), supports providers through training and technical assistance, and collaborates with subject matter experts to ensure accurate, high-quality training aligned with policy and program requirements.

Key Duties and Responsibilities

Training Design and Development
  • Design and implement statewide LTSS provider training strategies, systems, and processes

  • Analyze audit findings, stakeholder feedback, technical assistance trends, and quality improvement outcomes to identify training needs

  • Provide recommendations to leadership on training priorities, timelines, and expected outcomes

Instructional Design & Content Development
  • Develop and maintain curriculum aligned with program rules and federally approved waiver agreements

  • Create web-based training using tools such as Articulate Storyline 360, Camtasia, Audacity, Microsoft Office, and Google Suite

  • Apply graphic design and adult learning principles to training materials

  • Develop and maintain certification exams tied to training content

Training Delivery
  • Coordinate and deliver training to LTSS providers (including TCAs, LCAs) and community partners

  • Develop instructor-led training for both in-person and virtual delivery

  • Tailor training approaches to meet diverse audience needs

Stakeholder Engagement & Collaboration
  • Engage stakeholders and subject matter experts to design and validate training content

  • Coordinate with contractors on technical development of training materials

  • Serve as liaison with the Department of Human Services (DHS) Staff Development Division (SDD) for LMS management

Learning Management System (LMS) Administration
  • Manage LMS functions including uploading training content, ensuring accessibility, and troubleshooting user issues

  • Ensure all materials meet Department standards and are LMS-compatible

Technical Assistance & Communication
  • Provide technical assistance to stakeholders via multiple communication methods

  • Coordinate responses to policy and procedural questions with subject matter experts

  • Track and address frequently asked questions and provide statewide guidance

  • Lead or support stakeholder meetings and Technical Assistance Calls

  • Develop and disseminate communications related to transition services

Compliance & Accessibility
  • Ensure all training materials comply with ADA and Section 508 accessibility standards

  • Maintain quality assurance across all training deliverables


Qualifications

RESIDENCY REQUIREMENT:

This is a term-limited position funded through 9/30/2027.

MINIMUM QUALIFICATIONS:


There are two ways to qualify for this position:


Option 1:

Experience Only:


Seven (7) total years of professional experience in instructional design, including ADA compliance, experience managing Learning Management Systems, and adult learning theory and e-learning training development.


Option 2:

Education and Experience:


Bachelor's degree from an accredited institution in Business Administration, Health Care Administration, Public Policy or a field of study related to the work assignment


AND


Three (3) total years of professional experience in instructional design, including ADA compliance, experience managing Learning Management Systems, and adult learning theory and e-learning training development.


Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS


  • Prior state experience;

  • Experience developing system/technical training courses for adult learners using various modalities including advanced experience developing training for adult learners specifically using Articulate Storyline 360 and its applications;

  • Experience gathering and analyzing data to produce reports based on the findings;

  • Experience with Long Term Services and Supports; Home and Community Based Services Provider Agencies, Public Policy and Medicaid programs;

  • A graduate degree in Instructional Design (or related focus) OR additional work experience above the minimum requirements specific to instructional design, training.

  • Creativity and innovation including the ability to come up with unusual or clever ideas about a given topic or situation, or to develop creative ways to present materials;

  • Strong instructional design consultation skills used to obtain training needs assessment information from policy staff and other stakeholders;

  • Ability to set and prioritize workload, develop a work plan with tasks, time frames, milestones, resources, and dependencies;

  • Strong communication skills, verbal and written; and

  • Ability to be self-motivated and self-directed, while possessing the ability to work in a team environment.



DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.


CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
