Full Job Description

Organizational Location: This position is located within the Department of Homeland Security (DHS), U.S.

Customs and Border Protection (CBP), Operations Support (OS), Law Enforcement Safety and Compliance (LESC) Directorate, Mission Support Branch located in Harpers Ferry, WV.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Participating in inventory management and assisting the local property officer and inventory taker.

Entering and reviewing personal property records in Systems, Applications, and Products (SAP). Compiling inventory records to be used for analysis and long and short-term supply needs projection.

Collecting data to report on the status of funds, identified conflicting requirements, achieving set goals and resource priorities.

Assisting with fleet management activities, including tracking vehicle inventory, supporting vehicle acquisition and disposal processes, and maintaining fleet records in relevant information management systems.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing inventory management and serving as the local property officer and inventory taker.

Performing supply research for new and unique suppliers and to resolving complex supply issues and actions.

Identifying deficiencies in the inventory and inventory practices, and projecting long and short-term supply needs.

Projecting the status of funds for purchases, resolving conflicting requirements, setting goals, and prioritizing of resources.

Managing fleet operations, including supervising vehicle inventory, coordinating vehicle acquisition and disposal, ensuring compliance with fleet management policies, and maintaining accurate fleet records in information management systems.

or an equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M (if related) from an accredited college or university, may be substituted for experience at the GS-11 grade level.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study.

If that information is not available, use 54 semester or 81 quarter hours.

GS-11 Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages.

The combined total of your percentage of education and experience must equal at least 100% in order to qualify.

If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3.

To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18 (1 year of graduate study = 18 semester hours).

To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/27/2026.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

In this position you will serve as the property and logistics expert within the Law Enforcement Safety and Compliance (LESC) Directorate of U.S. Customs and Border Protection.

You will be responsible for planning, managing, and improving a wide range of logistics, property, fleet, and administrative support programs.

By ensuring the effective management of property, fleet, and logistics operations, you will directly supports CBP's ability to maintain operational readiness and fulfill its law enforcement and mission support objectives.

This position starts at a salary of $85,447.00 (GS-11, Step 1) to $133,142.00 (GS-12, Step 10) with promotion potential to $133,142.00 (GS-12 Step 10).

You will perform a variety of comprehensive logistics management duties, providing technical expertise and guidance in property, fleet, and administrative services.

This role involves coordinating with multiple stakeholders and managing essential programs to support the operational needs of the Directorate.

Major duties may include, but are not limited to: Overseeing the LESC property program by acquiring, receiving, transferring, excessing, reutilizing, repairing, disposing, refreshing, and retiring various types of property accountable in the financial system.

Managing inventories and assigning local inventory takers to complete mandated inventories.

Sustaining the life-cycle of the LESC fleet program by ordering, receiving, inventorying, transferring, repairing, and excessing fleet vehicles.

Administering the LESC telecommunications programs by submitting change and repair requests for radio and cellular devices.

Recommending system procedures, coordinating individual requests, and assisting customers with logistics and administrative services.
