Job Description

Summary

This job involves managing logistics and resources for cyber operations in the military, including planning budgets, analyzing policies, and coordinating with partners to ensure everything aligns with strategic goals.

It requires working closely with high-level teams to develop briefings, reports, and defenses for program funding.

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

This position is located at Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

Specialized experience would be demonstrated by: 1) Assessing instructions and doctrine to determine the changes needed to support the agency's position through the planning, budgeting, and execution process; 2) Assessing information such as geopolitical details, strategic shifts , or adversary capabilities in order to develop strategic programming and planning guidance; 3) Analyzing complex issues within the agency's operations regarding policies, manpower, training , or technology.

Major Duties:

  • Coordinates with joint, interagency, and cross functional partners to synchronize capability development, resource planning, and policy efforts.
  • Develops and delivers clear, senior level briefings, presentations, and training on capability, programmatic, and resource issues.
  • Produces high quality written products—including reports, position papers, staff studies, and decision packages—to support leadership decision making.
  • Provides expert capability analysis and validates requirements in accordance with the Joint Capabilities Integration and Development System (JCIDS) and
  • Cyber Capabilities Integration and Development System (CCIDS), ensuring alignment with mission needs and strategic guidance.
  • Leads Planning, Programming, Budgeting and Execution (PPBE) analysis and defends the USCYBERCOM Commander’s program and budget submissions through direct engagement with
  • Military Service components, Joint Staff, and the Office of the Secretary of War stakeholders.
