Job Description

Summary

This job involves contacting people and businesses who owe money to the Washington State Department of Labor & Industries, mainly for workers' compensation debts, and helping them pay up through phone calls, letters, and payment plans.

You'll also explain rules and laws to encourage voluntary compliance and spot any signs of fraud or illegal activity to refer for further action.

It's a good fit for someone organized, good at talking to people under pressure, and interested in finance or law enforcement in a government setting.

Key Requirements

  • Bachelor’s degree in business administration, accounting, police science, public administration, economics, law, criminal justice, sociology, psychology, or related field
  • Experience in personal or business finance, tax auditing, law, law enforcement, claims adjustment, business tax record analysis, or civil debt collection
  • Strong customer service and communication skills for educating clients on laws, policies, and payment options
  • Ability to use computer systems, databases, and tools like automated phone dialers for research and skip tracing

Job Highlights

As our Revenue Agent 1, you’ll contribute to the economic well-being of L&I by collecting debts owed to the department. You'll use your knowledge of laws and policies to educate customers and negotiate payment plans.

This position specifically connects to the agency strategic Goal 3: "Make it easy to do business with L&I" and Goal 4: "Help honest workers, businesses and providers by cracking down on the dishonest ones.

Requirements

Some of what you’ll do:

  • Contact delinquent debtors using an automated phone dialer system 6.5 hours a day and/or correspondence to initiate collection of delinquent receivables due to the agency per training manual.
  • As part of a phone collections unit, incumbents collect on workers compensation debts and other debts as needed; work an assigned caseload that requires limited legal actions such as but not limited to, issuing notice of assessments.
  • Conduct customer outreach for voluntary compliance.
  • Analyze employer and account information for potential issues, fraudulent activity or criminal behavior. Collaborate with internal/external compliance groups and make referrals through Referral Tracking System as appropriate.
  • Educate customers and/or their representative on laws, rules, policies, procedures, quarterly reporting requirements, online filing and payment options. Provide assistance with questions regarding collection actions and processes.
  • Assists customers by phone by completing and filing their quarterly industrial insurance reports in a professional and courteous manner.
  • Research information utilizing a wide variety of computer systems and databases to resolve tax liabilities.
  • Locate individuals using professional skip tracing methods that include database searches, internet research, fact-finding interviews and field investigations
  • Explains to debtors the origin of all collection debts owed to the department as well as the legal recourse.
  • Update agency databases with the most current employer information; including but not limited to, hours for quarterly reports, debtor’s contact information, ownership structure.
  • Negotiate payment agreements with customers or their legal representative.
  • Documents all actions and conversations in the appropriate collection systems and send all documents to imaging (Orion).
  • Refer accounts to field Revenue Agents for complex collection actions or as needed. Refer to appropriate L&I staff depending on the customer’s needs.
  • Independently contact the delinquent accounts using entry level techniques in collection work, explaining applicable RCW’s, WACs, and policies.
  • Utilize telephone, internet, other agencies records and correspondence to determine the amount of tax liability and effect compliance while balancing with customer service.

Qualifications

Required:

A Bachelor’s degree involving major study in business administration, accounting, police science, public administration, economics, law, criminal justice, sociology, psychology, or closely related field.

AND

Experience in the field of personal or business finance, tax auditing, law, law enforcement, adjustment of claims, examination and analysis of business tax records, collection of civil debts or another related field.

Additional qualifying experience may substitute year-for-year for the education.
