Summary

This role involves supporting the Apprenticeship Program by reviewing documents, preparing reports, and helping resolve issues in technical reviews for training programs that prepare workers for skilled trades.

You'll work closely with staff, councils, and stakeholders to ensure everything follows state laws and regulations.

Job Highlights

As our Program Specialist 3 in the Apprenticeship Program, you’ll use your specialized, unique knowledge to provide consultation to all levels of internal staff and outside entities.

You’ll work with program staff and stakeholders to monitor and track technical review team forms and statutory requirements.


You’ll also anticipate potential conflicts related to the implementation of technical review forms and process, work with stakeholders on resolution and track issues related to technical review processes.


The Apprenticeship Program is a highly specialized and regulatory program. The Apprenticeship Program’s mission is to protect the health, safety and education of the apprentice while helping employer and employee groups develop and maintain structured Registered Apprenticeship (RA) programs.

Requirements

Some of what you’ll do:

  • Review and prepare all documentation for analysis, action, and recommendations during all technical review meetings, including but not limited to the Technical Review Team and Public Related Supplemental Instruction (RSI) meetings.
  • Assist the Technical Specialist with providing complex and specialized reports to apprenticeship consultants and the Washington State Apprenticeship and Training Council (WSATC) regarding technical findings and/or recommendations during the quarterly review process related to RCW 49.04.305 and WAC 296.05-025.
  • Support the Technical Specialist with administering, overseeing, and directing the recording process for all WSATC legally binding business actions related to the technical review process and technical review forms.
  • Prepare and record all business brought before the WSATC, associated adjudicative hearings, Ad Hoc or Subcommittee meetings convened by the WSATC, and other assignments as directed by the WSATC (WAC 296-05-105).
  • Develops, revises, interprets and administers specific policies, procedures and practices to align with training programs, specifically the objection process forms and technical review team documents.
  • Maintains Program Manager calendar.
  • Provides support to Program Manager.


Qualifications

Required:

  • Bachelor’s degree or completion of a 4-year registered apprenticeship

AND

  • Two years of experience including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government

OR

  • A combination of education, apprenticeship, and experience as referenced above totaling 6 years.


Experience substitutes for education at the rate of one year of experience for one year of education.


AND

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Desired:

  • Communicate professionally and effectively with Apprenticeship Program’s internal and external stakeholders.
  • Excellent organizational and time management skills, as well as the ability to manage projects.
  • Ability to analyze written or verbal information for the purpose of recognizing and correcting deficiencies, policy or math errors, omissions, etc.
  • Experience compiling and analyzing data.

For this position, telework is permitted part time. The assigned duty station for this position is Tumwater, Washington.
