Summary

This job involves educating employers and employees about child labor laws in Washington state, investigating violations, and helping resolve disputes to ensure compliance with regulations.

Job Highlights

As the L&I Industrial Relations Agent 3 for the Employment Standards program, you’ll directly support the agency’s mission by providing education, outreach, consultation, and compliance enforcement for the agency’s child labor regulations.

You’ll help employees and employers improve awareness and understanding of Washington’s child labor requirements, processes, and obligations, as well as investigate and bring employers into compliance who violate the child labor requirements of the Industrial

Welfare Act and related rules.

Requirements

Some of what you’ll do:

  • Serve as a senior agent and trainer on existing and emerging child labor requirements and work processes related to the child labor rules of the Industrial Welfare Act and related enforcement.
  • Work independently to resolve both standard and complex child labor violations.
  • Investigate child labor violations that are legally or politically sensitive, or that include multiple act violations, or multiple issues legally requiring coordination with other central office staff and/or other agencies.
  • Identify and analyze issues in dispute, recommend solutions, negotiate settlement or otherwise mediate and resolve disputes between employers and employees resulting from child labor violations.
  • Collect documentary information and other substantiating evidence through interviews, observations, and examination of records. Obtain witness statements through telephone and in-person interviews.
  • Provide one-on-one training to individual agents as needed.
  • Advise and assist IRA 2’s in negotiations where there are multi-employer work sites, multiple act violations, significant liabilities are present or when multiple issues of legality, complexity or political sensitivity are involved.
  • Serve as back-up to the child labor Specialist/Supervisor by providing technical support to customer service staff, field agents, and the public regarding child labor rules.

Qualifications

Required:

  • Combination of education and/or experience options include:
    1. A master’s degree (six years)
    2. A bachelor’s degree (four years) and 2 years' experience (examples shown below)
    3. An associate’s degree (two years) and 4 years' experience (examples shown below)
  • Various combinations of education and experience in one or more of the following areas to reach a total of 6 years:
    1. Combined total of 4 years as an Industrial Relations Agent 2 and 2 years’ experience in the following:
      • Experience in labor/employment relations and regulations
      • Civil, criminal and/or administrative investigations
      • Audit of employer records
      • Explanation, interpretation, understanding, and enforcement of rules and regulations regarding RCWs and WACs


Note: Various combinations of education and experience can be used to reach the total of 6 years.


AND

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Desired:

  • Experience conducting investigations of complaints of misconduct (criminal or civil)
  • Leadership experience as a supervisor, lead, project manager or in coaching, training, mentoring and providing technical advice to others
  • Working with applications or systems such as Outlook, Excel, Word, CATS, LINIIS, and BEAR
  • Applying knowledge of testifying processes, mediation, arbitration, and resolution
  • Understanding the principles, standards and techniques of personal investigations, rules of evidence, auditing, accounting, and bookkeeping procedures
  • Organizing and leading special projects
  • Interpreting complex laws, rules and regulations
  • Experience managing heavy caseloads
  • Analyzing issues involving employee/employer disputes and formulating suggestions to compromise and settle disputes
  • Communicating and presenting complex information in clear, concise, and logical sequence; gather, preserve, and present material, relevant and pertinent evidence; exercise mature judgment in a wide variety of public rules
  • Interpretation and explanation of Labor and Industries rules, regulations, policies, and practices regarding employment standards, retaliation, prevailing wage, wage and hour, and child labor rules.

For this position, telework is dependent upon business needs and supervisor approval. The assigned duty station for this position is Tumwater, Washington.
