Summary

This job is for a senior human resources expert who advises leaders and staff on tough workplace issues like discipline, hiring, and employee accommodations to help the Department of Labor & Industries run smoothly and support its mission of worker safety and benefits.

It involves leading a team, investigating problems, and ensuring fair practices across the agency.

A good fit would be someone with strong people skills, deep HR knowledge, and experience guiding organizations through changes while valuing teamwork and diverse viewpoints.

Key Requirements

  • Seven years of progressively responsible professional HR experience, including research, policy analysis, organizational development, and consulting on complex issues
  • OR a Bachelor’s degree with relevant HR experience (equivalent to the 7 years)
  • Expertise in advising on corrective actions, discipline, and grievance processes
  • Ability to conduct fact-finding investigations and prepare reports
  • Knowledge of reasonable accommodations, protected leaves, and recruitment/hiring guidance
  • Skills in reviewing and analyzing position descriptions for allocation and updates
  • Experience supervising and leading a team of HR consultants

The Department of Labor & Industries (L&I), an employer of choice is announcing an exciting opportunity for a Senior Generalist, Human Resource Consultant 4.


This position is an expert level human resource consultant who provides comprehensive human resources services and consultation to executives, managers, supervisors and employees in their assigned program areas.

This involves gaining a thorough understanding of the customer’s business needs and effectively overlaying a strong knowledge of human resource laws, rules, policies, processes and practices in order to identify best practices, provide sound advice and make recommendations.

The ultimate goal is to partner with the customer to ensure efficient and effective human resource administration.

This position directly supports L&I’s overall mission by providing consultation to executive and program managers on legal and efficient human resource practices to hire, retain and sustain a workforce supporting the mandates for the agency of protecting the safety of Washington workers and providing benefits to injured workers, ensuring fair wages, and quality industry services.

This work is directly tied to Goal 5: Make L&I an Employer of Choice.

Requirements

Some of what you’ll do:

  • Advise executives, managers and supervisors on corrective action and disciplinary issues.
  • Provide expert advice and consultation on a variety of complex human resource issues.
  • Plan and conduct fact-finding investigations and prepare reports.
  • Consult with employees and supervisors regarding reasonable accommodations, and protected leaves.
  • Consult with and advise executives, managers, and supervisors on the formal grievance process.
  • Review and analyze position description forms (PDFs) for completeness and appropriate allocation, including updates, establishment of positions, and reallocation requests.
  • Provide guidance and assistance to executives, managers and supervisors during the recruitment and hiring process.
  • Supervise and lead a team of human resource consultants.

Qualifications

Required:

  • Seven (7) years of progressively increasing responsibility providing broad-based professional human resource experience, including conducting research and analyzing policies and regulations, facilitating organizational development or change, and advising and consulting on complex human resource issues.


OR

A Bachelor’s degree with focus on business administration, human resources, social or organizational behavior sciences, or related field


AND

Three (3) years of progressively increasing broad-based professional human resource experience.


In addition:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.



Desired:

  • Prior service as Human Resource Consultant in state government or other unionized entity.
  • Familiarity with civil service rules and collective bargaining agreement provisions.

For this position, telework is permitted full time dependent upon business needs and supervisor approval. There will be occasions where in-office work is required.


The assigned duty station for this position is Tumwater, Washington.
