Specialized Experience: One year of specialized experience which includes assisting Office of Special Trial Counsel (OSTC) programs with the coordination of administrative and legal matters; advising on legal procedures such as the investigation, apprehension, trial, conviction or release, sentencing, and parole, processes sufficient to inform witnesses and victims of their rights; and applying techniques to draw valid conclusions and make recommendations regarding highly sensitive, controversial issues.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Management or Social Work or Law.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Major Duties:

  • Serve as the Special Victim Capability VWL in the assigned region, in support of the Special Trial Counsel, with a focus on sexual assault and domestic violence victims.
  • Coordinate services with federal and local governmental, civilian, and non-profit organizations, as appropriate, to ensure victims’ needs are met, to maximize available services.
  • Coordinate with officers and other employees engaged in the detection, investigation, prosecution of crimes, the confinement of soldiers and the change of inmate status.
  • May act as the Chairperson for quarterly Victim/Witness Counsel meetings.
  • Perform investigative duties in preparation for trial by court-martial including locating witnesses worldwide, interviewing witnesses, and providing to the trial attorney summaries of the interview of essential witnesses
