Summary

This job involves providing administrative support in a U.S. Army legal office that helps soldiers with disability evaluations and case management.

About the Position: Serve as Legal Administrative Specialist within the Office of Soldier's Counsel (OSC), U.S Army Legal Services Agency. Position to be determined at time of selection.

Specialized Experience: One year of specialized experience which includes providing administrative assistance for the Scheduling program such as assigning cases and assessing workload; assist with analyzing complex Physical Evaluation Board Case data which includes soldier's medical history; and critiquing case files for adherence to the Veteran's Affairs Schedule for Rating Disabilities and medical retention protocols and standards.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Legal Studies, Criminal Justice, Law.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

(Note: You must attach a copy of your transcripts.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Manage the distribution of the OSC workload by analyzing attorney specialization, historical processing times, and current capacity to ensure equitable resource allocation.
  • Identify trends in disability evaluation outcomes and processing durations to provide data-driven support for Headquarters Administrative Officer manpower and budgetary analysis.
  • Compare these documents against the medical standards for retention and the highly technical Veterans Affairs Schedule for Rating Disabilities.
  • Evaluate the effectiveness of scheduling protocols and procedural guidelines within the OSC Physical Evaluation Board (PEB) Scheduling program.
  • Act as a quality control expert, independently auditing records to ensure that all required medical evidence, administrative documentation, and legal forms, such as the DA Form 199, are present and correctly filled out before the case is assigned.
