Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: U.S.

Army Installation Management Command (IMCOM) handles the day-to-day operations of Army installations ........The incumbent will serve as a Lead Security Guard at Carlisle Barracks, PA.

Who May Apply: US Citizens In order to qualify, you must meet the Specialized Experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience GS-07: One year of specialized experience which includes: (1) experience managing a security guard force; (2) experience controlling access of vehicles, visitors and pedestrians into a facility such as a military installation; (3) experience using automated systems to query and verify suitability for visitor entry into a facility such as a military installation; (4) experience transcribing data using special codes in accordance with federal, and state regulations and (5) experience dealing with difficult customers who may be found ineligible for access.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Major Duties:

  • Performs with little or no supervision, installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirement as a guide to access determination for a range of circumstances.
  • Authenticates identification through use of electronic Personnel Access Control Systems (ePACS), identification cards, badges, biometric automated records, verbal questioning, and other means.
  • Validates entry requests through the use of ePACS and grants access to persons and vehicles with appropriate authorizations.
  • Serves as the initial point of contact for the installations visitors which may include foreign nationals, government agents, elective officials, media and Very Important Persons (VIP).
  • Provides answers to questions, determines whether appropriate need for access exists, and provides assistance as required.
  • Responsible for performing and resolving a full range of both standard procedural and non-recurring/unusual visitor access assignments.
  • Operates and performs research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with federal and state laws.
  • Processes a variety of NCIC queries and provides timely response as appropriate or required.
  • Regulates pedestrian and vehicular traffic to prevent accidents and to ease congestion and parking problems.
  • Maintain Control access to restricted areas on the installation
  • Monitor daily activities of shift to ensure area is secure.
  • Conduct on the job training with new employees.
  • Review daily reports from subordinates.
