Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York.

It is the oldest, continuously active arsenal in the United States having begun operations in 1813.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes: (1) Monitoring the quality of a product throughout the item's life cycle; (2) Monitoring a contractor's compliance with operations and/or safety programs; AND (3) Conducting audits of special processes to identify areas of deficiency; AND (4) Leading a team from start to finish of a project.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Establishes and maintains communication with contractor/government entity functional managers in production, engineering, and quality early in production cycle.
  • Prepares reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor.
  • Tracks the status of open actions, receives and reviews responses, enforces timely completion of corrective action(s) by working with team members, other directorates, or process owners.
  • Monitors verification of rework adequacy
  • Coordinates issues within the directorate and with customer to secure agreement/approval
  • Manages measurement and reporting of critical quality management information and data. Extracts, collects, and analyzes quality management information and data.
  • Reviews and evaluates contractor prepared Requests for Waiver/Deviation (RFW/RFD) and Engineering Changes (ECP) for accuracy, adequacy, produce ability, quality, reliability, and cost.
  • Provides technical assistance to sub-contractors having difficulty in producing component parts.
  • Assures recommendations for disposition are in the best interest of the Government.
