About the Position: Serve as Senior Program Analyst for Civil Works Management Division.

Responsibilities include providing guidance and overseeing Major Subordinate Command program development, defense and execution for the complete range of water resource projects in a specified geographic region covering all or parts of ten western states and nearly one-fifth of the land mass of the contiguous forty-eight states.

Specialized Experience: One year of specialized experience which includes analyzing program fund requests; planning budget development and defense activities for water resource, flood control, navigation, water supply, environmental restoration, environmental infrastructure, or multipurpose projects for flood control projects; AND providing Civil Works program execution oversight to assure coordination and execution.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Develop criteria and guidance for performance-based budgeting and recommends major decisions with reference to the development of the program.
  • Review and analyze study and project priorities, planning, engineering, and construction schedules, project cost estimates, justifications and supporting data submitted by Districts.
  • Respond to questions from Legislative and Executive Office, providing information about justification, consequences of program changes, or policies in support of annual appropriation requests.
  • Manage the distribution and utilization of appropriated funds.
  • Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
