Full Job Description

You will serve as a Lead Production Controller (Mechanical) in the WATERFRONT OPERATIONS DEPARTMENT of FWD DEPLOYED REG MAINT CTR DET ROTA.

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Producing effective cost estimating and material identification procurement, AND using shipboard mechanical systems repair techniques and shipboard modernization processes.

  • You will serve as the Marine Machinery Lead Planner in the Waterfront Operations Department for planning.
  • You will be a working Marine Machinery Lead Planner and provide leadership and technical guidance.
  • You will review planner's work specifications and invoke technical requirements for compliance with appropriate procedures, contracts and specifications.
  • You will monitor and report on the status and progress of work, checking on work priorities, methods, deadlines and quality have been met.
  • You will maintain program and administrative reference materials, project files and relevant back-ground documents and maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.
  • You will perform ship-check inspections and generates technical documents used to determine ship's material condition and the interrelationship of systems and component parts of systems.
  • You will take positive measures to prevent preparing specifications for unauthorized modifications/alterations to any vessels in preparation for or in an availability.
  • You will conduct technical advisory reviews and prepare reviews of contract specifications, drawings, technical manuals, and design test requirements to determine and evaluate contractor estimates.
  • You will serve as the lead Subject Matter Expert and technical advisor during scoping conferences between the contractor and the government.
  • You will determine and designate Contract Furnished Material and Government Furnished Material required to accomplish the work specifications delineated in the availability.
  • You will review and analyzes technical feedback and problem reports to update future technical requirements to reduce and eliminate delays and rework.
  • You will act as lead Subject Matter Expert and technical advisor to the Planning Supervisor, Contracting Officer, Port Engineer, Project Manager, and Type Commander on pre-award surveys and in the negotiation of changes to the contract.
  • You will provide estimates for cost and time required and labor and material involved for the design, repair, modification, activation, and inactivation of ships and other craft assigned to private industry.
  • You will evaluate the work package to determine if work can be completed with the ship waterborne or must be accomplished in a drydock.
  • You will incorporate definitive quality assurance, safety and environmental requirements and certification reports in the planning documents as required.
  • You will provide input and recommendations to NAVSEA Standard Specification for Ship repair and Alteration Committee (SSRAC) and the Master Specification Catalog Maintenance Office (MSCMO) for standardized planning documents and procedures.
  • You will be responsible for work specification preparation during the planning of shipbuilding, ship repair and modernization availabilities assigned to the command.
