As an Lead Management and Program Analyst, you will provide guidance, workload management and expertise on HR, Performance Management, Awards, training, time and attendance, to allow staff to perform and support the hiring and administrative functions of the directorate.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/20/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/20/2026.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Experience working with multiple Human Resources information systems processing personnel actions.

Providing advice on work methods, practices, procedures, and assisting a team and/or individual members in identifying the parameters of a viable solution.

Providing technical assistance and direct support to management staff in matters relating to the application of procurement related systems and management programs.

Analyze directorate Human Resources and personnel data and recommend processes for hiring solutions.

  • Serve as a Lead Management and Program Analyst identifying and distributing workload and tasks among employees.
  • Advise team on problem solving methods and techniques.
  • Support goals, objectives and priorities established by statues, executive orders, Department of Homeland Security, US Citizenship and Immigration Services and Office of Personnel Management.
  • Represent the team in dealing with the supervisor for resources, information and decisions. Serves as coach, facilitator in coordinating team initiatives.
  • Provide guidance and administration on all Human Capital initiatives to include all staffing actions, award processing, telework, remote programs and time and attendance.
  • Lead the Electronic Performance Management program for the Directorate.
