Full Job Description

You will serve as a Lead Management Analyst in the Human Capital Management Team of MARCORSYSCOM.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Supervise AND/OR lead a team focused on managing workforce development programs, ensuring efficient implementation of acquisition policies, providing guidance on career paths, AND/OR conducting training and evaluation studies.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will lead a team responsible for managing the command's Defense Acquisition Workforce Improvement Act (DAWIA) program, assigning work, setting goals, and ensuring all program execution complies with governing policies.
  • You will serve as the command's expert advisor on all acquisition workforce matters, ensuring strict adherence to Department of War and Navy regulations, including DoDI 5000.66 and the DON DAWIA Operating Guide.
  • You will provide authoritative guidance to leadership, supervisors, and employees on all aspects of acquisition career development, including certification standards, mandatory training, continuous learning, and career path management.
  • You will analyze acquisition workforce data using official systems to assess program effectiveness, identify trends, and generate monthly, quarterly, and annual reports for leadership on workforce health, status, and compliance.
  • You will manage and oversee the day-to-day execution of the DAWIA program, which includes processing and validating applications for certification, training, continuous learning, and requirement waivers.
  • You will act as a liaison for the team, communicating the organization’s mission, negotiating for resources, and resolving complex issues to ensure strategic program goals are met.
  • You will complete other duties as assigned.
