Job Description

Summary

This job involves leading a team of IT specialists in analyzing, designing, developing, and maintaining software systems for the Department of Defense's financial services, with a focus on cybersecurity for applications.

It requires guiding the team through projects using agile methods, solving technical problems, and ensuring systems meet security standards.

Key Requirements

Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.

Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

In Addition to the Basic Requirement above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Evaluating and customizing software and systems through analysis, design, development, programming, testing, deployment, monitoring, and maintenance; conducting systems requirement reviews and applying changes and modifications to take necessary corrective action; applying IT principles and practices and supporting all functions of the software development life cycle process.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Provides effective leadership functions to a group of IT Specialists who render support for system analysis, system design, agile software engineering, test and system integration testing (SIT), and agile project management.
  • Explains to team members the action items, projects and/or program issues under review, problems to be solved, deadlines and time frames for completion.
  • Participates in the work of the team, coaches and facilitates the selection and application of problem solving techniques or work methods, and assists team in identifying solutions, priorities in and organizing to accomplish the work.
  • Analyzes functional and technical requirements of proposed or existing IT systems to determine avenues of development or modification necessary to meet mission objectives.
  • Participates in systems requirement reviews and coordinates to clarify requirements. Prepares system change/programming specifications, and specifies programming instructions.
