Base salary range: $74,441 - $96,770
Typical requirements: 1 year specialized experience at GS-11. Advanced degree + significant experience.
Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves helping new Foreign Service employees get onboarded at the Department of State by managing recruitment, hiring processes, and related policies to ensure everything runs smoothly.
It also includes advising on compensation, benefits, and performance, while working to improve these systems for better efficiency.
A good fit would be someone with federal HR experience who enjoys coordinating with teams and solving procedural challenges in a high-stakes environment.
The position is located in the Bureau of Human Resources, Office of Intake Planning and Onboarding, Onboarding Division (HR/IPO).
The Onboarding Division oversees policy and operational matters involving recruitment, assessment, selection, hiring and all onboarding functions of new Foreign Service (FS) employees for the Department of State.
Functions may directly impact the foreign relations of the United States. Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience administering or coordinating personnel onboarding or staffing actions, including reviewing appointment documentation, applying personnel policies and procedures, and working with multiple offices to ensure timely entry on duty for employees, interns, or appointees.
Experience interpreting regulations or guidance related to hiring, onboarding, or appointment programs and resolving procedural issues in a federal or similarly organization.
There is no substitute of education for specialized experience for the GS-12 position. Major Duties:
