As a Lead Human Resources Specialist, you will guide a team in processing activities, including timekeeping, record review, and personnel action coding and keying, while ensuring compliance with agency policies and effectively utilizing HR systems.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/30/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/30/2026 GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Performing quality work reviews, delivering feedback, and offering guidance to staff to address deficiencies while providing recommendations to supervisors for process improvements; Developing, reviewing, and implementing standard operating procedures or training materials; Engaging with internal and external stakeholders to gather necessary information and ensure timely responses to projects and assigned tasks; Designing and delivering presentations or training sessions to inform or education staff on policies, procedures and best practices.

  • This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Human Capital and Training, Human Resources Operations Center and are assigned based on the need of the agency.
  • Advise management on a wide range of processing, records and timekeeping matters including leave programs, recording keeping principles, and the coding and processing of personnel actions.
  • Maintain accessibility of policies, procedures, directives, and written instruction from leadership, to accurately respond to questions from team members.
  • Review and execute ad hoc and daily taskers by leveraging HR systems, comprehensive policy knowledge, and subject matter expertise to ensure accurate and efficient outcomes
  • Collaborate with other HR Specialists in developing guidance materials and training for the branch.
  • Provide team support and leadership on various projects and initiatives.
  • Provide technical guidance, training and presentations to a wide range of audiences, including human resources staff, hiring managers, and agency personnel on processing, records, and timekeeping matters.
