Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading a team to handle human resources tasks for civilian employees in the Navy, such as hiring, training, managing employee relations, and ensuring everything follows laws and policies.
It's based in Guam and focuses on solving workforce challenges like high turnover and planning for future staffing needs.
A good fit would be someone with strong HR management experience in government or similar settings, who enjoys strategic planning and advising leaders.
You will serve as a Human Resources Officer (Satelite Manager) for the Secretary of Navy Offices (SECNAV), Office of Civilian Human Resources (OCHR), Overseas Program Center (OPC), Human Resources Office (HRO) Guam.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment, placement, employee training/ development, employee relations, labor relations, or performance; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; and providing input for the strategic planning of human capital resources for an organization.

A well-qualified ICTAP applicant is one who possesses the competencies and experience to perform the duties of the position successfully with orientation to learn/understand the activities, procedures, policies and processes.
Demonstrated work experience in the occupation is typically qualifying for placement. This criterion cannot be met by education and training.
