Job Description

Summary

This entry-level to mid-level human resources role supports Army child and youth services by handling tasks like hiring, training, employee relations, and benefits for non-appropriated fund employees.

It involves advising managers and staff on personnel matters and ensuring compliance with regulations.

A good fit would be someone with practical HR office experience, strong computer skills, and an interest in team oversight and problem-solving in a government setting.

Key Requirements

  • Six months (NF-03) or eighteen months (NF-04) of HR office experience demonstrating knowledge in at least two areas: staffing, recruitment, position classification, management employee relations, labor relations, or training
  • Experience using Microsoft Office programs (Word, Excel, PowerPoint, Outlook)
  • Ability to work with various human resources information systems
  • For NF-04: Experience analyzing, evaluating, and recommending solutions to complex interrelated HR problems
  • Knowledge of regulatory compliance for NAF employment policies and directives
  • Highly preferred: Twelve months in a NAF HR office plus completed training in basic staffing, customer service, organizational structure, basic writing, and time management

Full Job Description

This position is located at CYS Service Center (C2SC), Human Resources (Developmental) Specialist, NF-0201-03/04. Incentives and Bonuses Incentives will not be paid.

A qualified candidate must possess the following: NF-03 (NAF/Developmental) - A qualified candidate must possess the following: 1.

Possess six (6) months of work experience in a human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations or Training.

2. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems. NF-04 1.

Possess eighteen (18) months or more of work experience in a human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations, or Training.

2. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated Human Resources problems and issues. 3.

Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems.

The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Twelve (12) months of prior work experience in a NAF Human Resources Office and have successfully completed training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, and Time Management.

3 hours or 3 days), Certificate of Completion and/or Training History or transcript. Major Duties:

  • Provides a full range of HR services for managers and employees; advises management and employees on complex personnel issues.
  • Performs extensive technical and specialized work in the areas of staffing, pay administration, training, incentive awards, performance administration, employee benefits, portability of benefits, management employee relations and labor relations.
  • Applies knowledge of regulatory compliance to address and resolve routine and complex issues requiring a thorough comprehension and experience applying and interpreting policies, regulations and directives pertaining to NAF employment.
  • Monitors, directs, trains and oversees a team of lower graded HR staff when required.
