This job involves leading the procurement process for major supplies, services, and construction projects at the Millennium Challenge Corporation, including evaluating proposals, managing contracts from start to finish, and handling terminations or closeouts.
It's a senior-level role in Washington, D.C., where you'll act as a key contact for acquisition issues.
A good fit would be someone with extensive government contracting experience, strong analytical skills, and a passion for efficient public sector purchasing.
This position is located in the Department of Administration & Finance, Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band MC-3B which is generally equal to GS-14.
Selective Placement Factor (Screen out): All applicants must have completed requirements for Certification in Contracting (FAC-P) and delegation of contracting authority at or above the simplified acquisition threshold.

You must meet the following basic requirements for Pay Band 3b:A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
B. Completion of all mandatory training prescribed by the head of the agency for progression to Pay Band 4a or GS-12 or higher. C. At least 4 years of experience in contracting or related positions.
(At least one year of that experience must have been specialized experience relevant to the position duties and comparable to the next lower level (MCC Pay Band 4a or GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
For this position, this experience is defined as: performing a variety of pre-award and post- award functions associated with the procurement of supplies, equipment, services and/or construction).

Exceptions (Applicable to Status Applicants Only): Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.
This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 4a or GS-13 to be eligible for pay band 3b.

Serves as a point of contact on acquisition and administrative matters affecting major procurement of supplies and services using source selection procedures; the evaluation of contract price proposals; and, the administration or termination and closeout of major contracts.
Coordinates contract administration activities for long-term, extensive technical service contracts.
Contract types vary ranging from Firm-Fixed-Price through Fixed-Price-Incentive, Fixed-Price-Award fee, Time-and-Materials, and Labor-Hour.
Monitors contractor's performance, approval of progress payments, reviewing and providing recommendations on contractor proposals resulting from change orders, scheduling, addressing problems that have arisen and proposed solutions, verification of deliveries, and similar activities.
Interprets contract provisions and provides appropriate advice and guidance; conducts in-depth analyses of contractors' financial and management systems and facilities for ability to perform and for compliance with Government or contractual requirements.
Negotiates modifications to contracts.
Coordinates the extension of periods of performance, resolves delivery and acceptance disputes, approves and final payments, and performs closeout or any necessary contract cancellations due to non-performance.
Provides input to supervisor on performance management, as well as recommendations as to assignments, awards, training, etc.
Provides direction and guidance to less experienced members of the team; recommends and/or personally provides training to lower level specialists. Performs related duties as assigned.
